The EU acts behind the passports.

The first two sections show each act exactly as the software records it, with every date the software relies on, and each act's own page says when it was last confirmed to be in force. A third section lists the other acts the software applies, and a fourth the acts it does not apply yet but is preparing for. The timeline puts the same dates in order, year by year, with the Commission's planned acts.

Signing and seals

  • eIDAS Regulation

    Regulation (EU) No 910/2014, as amended by Regulation (EU) 2024/1183

    The EU's rules for electronic seals and trust services. The node seals published passports in a format the EU recognises and reports whether each seal is qualified. A qualified seal needs a qualified certificate held by a company, and only a qualified seal carries the law's presumption that the data is intact and from its stated origin.

    The file formats an electronic seal may take. The node's seals use a format it lists.

  • Validating qualified seals

    How a qualified seal is checked. The node reports its seal checks in these terms, including when a seal cannot be read.

  • EU trusted lists

    Implementing Decision (EU) 2015/1505, as amended by Implementing Decision (EU) 2025/2164

    The format of the lists of trusted providers that EU countries publish. The node reads and verifies them to check who issued a seal's certificate.

The EU registry and standards

  • Digital product passport registry

    Implementing Regulation (EU) 2026/1778

    Sets up the EU's registry of passports. The software models registration as it requires, including the identifiers the registry checks. Registering in the live registry needs the operator's legal identity, and the connection is not finished yet.

  • Harmonised standards for passports

    Implementing Decision (EU) 2026/1736

    Lists the six European standards for passports. Aligning the software with them is in progress, starting with how products are identified.

Who answers for a product

Substances

  • REACH

    Regulation (EC) No 1907/2006

    Sets when a substance of very high concern must be declared. Passports record such substances, and the node checks each declaration against the EU's candidate list, noting that its copy of the list is not complete.

  • RoHS Directive

    Directive 2011/65/EU

    Restricts hazardous substances in electrical equipment. The software's phone and tablet record notes whether a product complies.

  • Tyre Labelling Regulation

    Regulation (EU) 2020/740

    The classes on the tyre label: fuel efficiency, wet grip and rolling noise. Tyre passports carry them in the label's own terms.

  • Energy Labelling Regulation

    Regulation (EU) 2017/1369

    The energy label and the EU's EPREL database. The software's phone and tablet record carries the energy class.

  • Critical Raw Materials Act

    Regulation (EU) 2024/1252

    Names the EU's critical raw materials. Battery passports, and the software's phone and tablet record, list which of them a product contains.

Unsold goods and end of life

  • Combined Nomenclature

    Regulation (EEC) No 2658/87

    The EU's customs product codes. The unsold-goods disclosure groups discarded products by these codes.

  • Waste Framework Directive

    Directive 2008/98/EC

    Defines reuse, recycling, recovery and disposal. The unsold-goods disclosure and a product's recorded end of life use those definitions.

  • Company Law Directive

    Directive (EU) 2017/1132

    Gives EU companies a unique identifier. The unsold-goods disclosure identifies the company by it.

Preparing for

Acts the software does not apply yet.

Each of these binds a product group the software models, a feature on the roadmap, or the software itself, but the software does not apply it today. Some are drafts or proposals, so they may still change before they become law.

Drafts and proposals that would change passports

  • Battery carbon footprint method

    Draft Commission Delegated Regulation under Regulation (EU) 2023/1542

    How an electric vehicle battery's carbon footprint is calculated. Battery passports carry that figure, and the software will not calculate one before this method is adopted.

  • Carbon footprint declaration format

    Draft Commission Implementing Regulation under Regulation (EU) 2023/1542

    The form a battery's carbon footprint declaration takes. It would apply alongside the calculation method.

  • Digital product rules

    Commission proposal COM(2025) 504

    Not yet law. Where a product needs a digital passport, its EU declaration of conformity and its instructions would be provided in that passport. It would also amend the Batteries Regulation and ESPR.

Needed for features on the roadmap

  • Qualified certificates for seals

    Implementing Regulation (EU) 2025/1943

    The standards a qualified certificate for electronic seals is issued under. A company needs such a certificate before the node's seals can be qualified.

  • Secure devices for seal keys

    Implementing Decision (EU) 2016/650

    The standards for the secure devices that hold the key behind a qualified seal. They matter for qualified seals and for keeping keys in hardware, both on the roadmap.

Rules for products the software models

  • Deforestation Regulation

    Regulation (EU) 2023/1115

    Before products such as new rubber tyres are placed on the EU market, a due diligence statement must be filed. Tyres are a product group the software models; it does not record that statement today.

About the software itself

  • Cyber Resilience Act

    Regulation (EU) 2024/2847

    Security requirements for software and connected products placed on the EU market, applying in stages. It concerns the software itself, not what goes into a passport.

What this list is, and what it is not.

It is not legal advice, and it is not a complete list of what applies to your product. It is the set of acts the software models and applies, and the ones it is preparing for. An act can reach products that were never modelled as a product group, so the absence of an act here is not evidence that none applies.

Where an act requires a passport but leaves the date to rules that have not been adopted, the page says so rather than showing a date as a deadline.
